The new policy is aimed at Malaysians working, residing, or managing affairs abroad — a population that includes ~300,000+ Malaysians working in Singapore. IMPORTANT NUANCE: the policy expands CONVERSION ELIGIBILITY; it does not explicitly confirm dual-licence holding (i.e., keeping both your Singapore AND Malaysian licence active simultaneously).
