Your household bills get two breaks from October. On 30 September 2026, SP Group announced that the household electricity tariff falls 10.4% for the October to December quarter, and the Ministry of Finance (MOF) confirmed that more than 1 million Singaporean HDB households will receive double the regular U-Save rebate plus S&CC rebates in October.

SP Group's breakdown for the new quarter: energy costs 22.18 cents (down 3.32 cents), network costs 6.10 cents, market support services fee 0.23 cents and market administration and power system operation fee 0.08 cents, all before GST. Only the energy cost moved.

Why it fell: the energy cost part of the tariff is set from average natural gas prices in the first two and a half months of the previous quarter, and gas was cheaper from 1 July to 15 September. SP Group also flagged that global fuel prices have risen since September because of Middle East tensions, and tariffs are expected to go up next quarter if that continues. In other words, this is a one-quarter reprieve, not a trend.
City Energy's general gas tariff for 1 October to 31 December is 21.45 cents/kWh before GST (23.38 cents with GST), per its tariff page.
The rebates: double U-Save and S&CC in October
The October payout is the third of four disbursements for FY2026. Each household gets the regular GST Voucher U-Save plus a 2026 Additional U-Save of the same size, which was added under the second support package for the Middle East situation.

January 2027 brings the same double U-Save again. The January S&CC rebate is half a month for 1-room to 5-room flats and none for Executive and multi-generation flats.
How you get it: you do nothing. U-Save goes into your SP Services utilities account and the S&CC rebate into your Town Council account. MOF reminds residents that government officials will never ask you to transfer money or share bank details by phone; if unsure, call the ScamShield Helpline at 1799.
Put the two together
For an average 4-room household, the $150 October U-Save is larger than a whole month of electricity at the new rate ($111.88 before GST, about $121.95 with GST). U-Save is credited to the utilities account as a whole, so it also offsets water, gas and refuse charges, and any unused amount carries over to later bills.

Fine print
- U-Save: households whose members own more than one property are not eligible. A partly rented or non-rented flat needs at least one Singaporean owner or occupier; a fully rented flat needs at least one Singaporean tenant.
- S&CC rebate: excluded if there is no Singaporean owner or occupier, if an owner or essential occupier owns or has an interest in private property, or if the whole flat is rented out.
