Malaysia's Transport Ministry announced on 7 May 2026 (effective 1 June 2026) that ALL Malaysian citizens with valid foreign driving licences can now apply to convert them into Malaysian driving licences at any JPJ office nationwide.

This is a meaningful expansion of a previously narrow policy — relevant especially for the ~300,000+ Malaysians working in Singapore.

What changed

OLD POLICY (before 1 Jun 2026) — conversion limited to:

  1. Malaysians who obtained foreign licence BEFORE their Malaysian one (e.g., studied abroad)
  2. MM2H (Malaysia My Second Home) programme participants
  3. Diplomatic corps

Everyone else — including most Malaysians working in Singapore — had to start the Malaysian driving test from scratch if they wanted a Malaysian licence after years away.

NEW POLICY (from 1 Jun 2026):

  • Any Malaysian citizen with a valid, unrestricted foreign driving licence
  • Subject to record checks and standard operating procedures (SOPs) set by JPJ
  • Apply at any JPJ office nationwide (not restricted to specific HQ offices)
  • Procedural details + fees published on jpj.gov.my from 1 June onwards

⚠️ Important nuance: "two licences" vs "conversion"

The policy expands CONVERSION ELIGIBILITY. It does NOT explicitly confirm dual-licence holding (i.e., keeping both your Singapore AND Malaysian licence simultaneously).

International context: in most jurisdictions, holding two driving licences (one from your country of citizenship, one from your country of residence) is permitted unless explicitly forbidden.

  • Singapore does not prohibit Malaysians from holding a separate Malaysian licence
  • Malaysia historically has not actively prohibited dual licences, though enforcement typically recognizes only one

Realistic expectation: most Singapore-based Malaysians who convert under this policy will likely end up with BOTH licences active — Singapore licence valid in SG, new Malaysian licence valid in MY. But official confirmation from JPJ for Singapore-licence holders specifically is pending the 1 June procedural publication.

Should you act on this?

Likely YES if:

  • You only have a Singapore licence and want a Malaysian one (e.g., born/grew up in SG, never had a MY licence, planning to retire in MY)
  • You're planning a move back to Malaysia in the next 1-2 years
  • You want to drive in Malaysia without the 90-day "foreign tourist" limitation
  • You're a Malaysian student / fresh grad in SG planning to return home

Probably NO if:

  • You already hold a valid Malaysian licence (no need to convert anything)
  • You only drive in Singapore (your SG licence is sufficient for SG)
  • You're not planning to drive in Malaysia

For JB-SG daily commuters specifically

Most daily JB-SG commuters use a Malaysian-registered car + Malaysian licence:

  • Singapore does NOT require a SG licence for short visits — your Malaysian licence is recognized for tourist drives up to 12 months
  • If you ever want to drive a SG-registered car (rental, friend's car, future SG residence) you'd need a Singapore licence
  • The new policy mainly helps Malaysians who only have a Singapore licence (not the other way around)

What to do now

  1. Wait for JPJ procedural details on jpj.gov.my from 1 June 2026 onwards
  2. Confirm dual-licence status with JPJ directly (03-8000 8000) or via the Malaysian Consulate in Singapore (Jalan Pekaka 1, S568501) before applying
  3. Gather expected documents in advance — passport, Singapore licence, photos
  4. Choose your JPJ office — Johor JPJ (closest to SG-MY Causeway commuters) or your hometown JPJ office in MY
