MOE Kindergartens are moving to a full-day, 7am-to-7pm model run by MOE itself, starting with a pilot at two centres in 2027 and reaching every MK by 2030. The Ministry of Education announced the Full-Day Model (FDM) on 28 October 2026. Today, an MK runs a four-hour K1 and K2 programme, and families who need full-day care add KCare, run by an external operator MOE appoints and billed separately. Under the FDM, learning, play and care become one programme with one fee.

> Quick view: What: one full-day MK programme, 7am to 7pm weekdays, replacing MK + KCare · Pilot: 2027 at MK@Rivervale and MK@West View · Rollout: all MKs, 2028 to 2030 · Citizen fees (pilots): $3 to $425/month full day, $1 to $160 half day, after subsidies · PR fees: $735 full day, $320 half day · Next list: at the March 2027 MK Registration Exercise

The FDM closes on gazetted public holidays, MOE's designated school holidays (Teachers' Day, Children's Day, Youth Day and the day after National Day) and centre closure days. MOE says the curriculum stays focused on Primary 1 readiness, and adds child-directed play in Mother Tongue, open-ended outdoor play, and STEM, drama and visual-arts activities during the school holidays.

The fees at the two pilot MKs

Monthly feeFull dayHalf day
Singapore Citizens, before subsidies$665$310
Singapore Citizens, after subsidies$3 to $425$1 to $160
Permanent Residents$735$320

Citizen families in the FDM get ECDA's Infant and Childcare Subsidy Scheme, which replaces KiFAS and the existing KCare subsidies for them, plus an MOE top-up so that out-of-pocket fees stay comparable to what families pay now. Where you land in the $3 to $425 range depends on your subsidy eligibility.

For comparison, MOE's 2027 rates at MKs not on the FDM are $160 a month for MK (citizens) and a maximum KCare fee of $435.40 before subsidies.

The fine print

  • Only two centres in 2027. If your child is at any other MK, nothing changes next year.
  • Later fees are not out yet. MOE says fees for MKs switching from 2028 to 2030 will be shared when available. The $3 to $425 range applies to the pilots only.
  • The list arrives a year ahead. MKs adopting the FDM in a given year are named at the start of the previous year's MK Registration Exercise in March.
  • PRs get no subsidy range. The published PR fees are flat $735 (full day) and $320 (half day).
  • Some holiday extras cost more. Learning journeys and vendor-led programmes during school holidays are paid by parents, with subsidies for families meeting the income criteria.
  • MK@West View's current K1 cohort: children in the four-hour programme move to the half-day FDM programme in K2, and those in MK-KCare move to full day. Parents can still choose.

What it means for you

  • Registering for K1 in 2027 or later? Watch the March MK Registration Exercise each year for the list of MKs going full day, and weigh it against anchor-operator childcare, which MOE says will be comparably priced.
  • Already using MK plus KCare? You will move to one bill and one operator when your MK switches, and MOE intends the out-of-pocket cost to stay about the same.
  • On a tight budget? Check your subsidy tier with ECDA's calculator, since the full-day fee ranges from $3 to $425 depending on it.
