The shopping belt is getting priced again. On Monday 31 August 2026, the Land Transport Authority announced that ERP will resume for the Orchard Cordon on weekdays with effect from 7 September 2026, charging S$1.00 per passenger car between 11am and 7pm.

Orchard has been unpriced since April 2020, when ERP charging was suspended during the pandemic. That makes this the first time in more than six years that simply driving into the shopping belt costs money.
What changed, exactly
LTA's rate table for this review is short. Only one line moved:

Rates for all other time slots at previously announced gantries are unchanged.
One detail worth knowing about LTA's time bands: a period written 11:00 to 19:00 means the rate applies from and including 11am, and up to but excluding 7pm. Pass a gantry at 6.59pm and you pay. Pass it at 7pm and you do not.

What your vehicle actually pays
The S$1.00 headline is the base rate per Passenger Car Unit. LTA derives every other vehicle class from it using fixed multipliers published in its own rate tables:

Why LTA is doing it
The reasoning in the release is straightforward. LTA says it has been closely monitoring traffic in the Orchard area, and that congestion has persisted with traffic speeds remaining below optimal levels since October 2025. For arterial roads, LTA puts the optimal speed range at 20 to 30km/h.
This did not come out of nowhere. LTA flagged the possibility in March 2026, and repeated the warning in its May 2026 review, where it said that if road congestion deteriorated further in the next quarter, it would resume ERP operations for the Orchard Cordon. It has now done exactly that.
Two things still hanging over motorists
Saturdays. They are not charged from 7 September, but LTA notes that Saturday speeds within Orchard have also persistently stayed below optimal levels since October 2025. It will monitor and assess whether to resume Saturday ERP operations for the cordon next quarter. Free for now, under review.
The CTE. Separately, LTA says it has observed heavy traffic across stretches of the CTE over a longer duration on weekday mornings, stretching into late morning, specifically at the CTE (AYE) before Braddell Road, where speeds have persistently been lower than optimal. If congestion persists there, LTA will consider extending ERP operating hours.
The September school holidays wrinkle
If you had planned a weekday drive into town during the break, note the collision. The September school holidays run 5 to 13 September 2026. The first two days are a Saturday and Sunday, both free. Then the charge starts on Monday 7 September, right in the middle of the holiday.
LTA has run school holiday discounts before. In the June 2026 break it cut rates at six locations across 18 time slots. But those were expressway gantries, and the discount was announced in the very release that introduced it. No school holiday discount appears in this announcement. Budget for the full S$1.00 from Monday 7 September.
The cheaper ways in
- Time it. The window is weekdays 11am to 7pm. Arrive before 11am or after 7pm and the cordon costs nothing.
- Go on a weekend. Saturday and Sunday are not charged for now.
- Take the train. Orchard, Somerset and Dhoby Ghaut are all on the North-South Line, and Orchard is an interchange with the Thomson-East Coast Line. On a weekday shopping trip the ERP charge plus parking usually loses to a train fare comfortably.
- Mind the multiple passes. The charge applies each time you pass an operating gantry, so a route that loops through the cordon twice costs twice.
If you drive a foreign-registered car
Foreign-registered passenger cars can pay a flat S$5 per day to use ERP-priced roads during operating hours, regardless of how many gantries they pass, deducted from the Autopass Card on departure. Alternatively an IU can be installed at an Authorised IU Service Centre for S$158.70. Foreign-registered vehicles other than cars need an IU installed.
If you miss a payment
LTA sends an SMS notification after the violation. There is a five-day grace period from the date the SMS is sent, and no S$10 administrative charge if you pay within it. Miss the grace period and you get a physical notice of ERP violation, and pay the ERP charge plus a S$10 administrative charge. Payment goes through OneMotoring under Digital Services, or through AXS.
One more piece of housekeeping in the background: LTA is phasing out the use of the IU by end 2026 as it transitions to ERP 2.0, so the on-board unit changeover is running alongside all this.
What it means for you
For most drivers this is a small, regular cost rather than a shock: S$1 a pass, weekdays, in an eight-hour window. But it compounds if Orchard is part of a daily commute, and the two open questions matter more than the S$1. If LTA prices Saturdays next quarter, the weekend shopping run gets more expensive too, and if the CTE hours are extended, the morning drive stretches further into the day.
