> Quick view: HDB's next BTO exercise is in February 2027, with about 4,300 flats in five projects plus about 5,000 Sale of Balance Flats. If you want to take part, HDB says to submit all HFE documents by 15 December 2026. Prices, project names and the exact date are not out yet.
HDB published the towns and unit mix on its Flat Portal on 4 November, the day the November 2026 exercise opened. That matters right now because November applications close at 11.59pm on 11 November, so buyers can compare the two line-ups before deciding.
The five projects and their unit mix
HDB's project pages confirm the towns, flat types and project totals. The split by flat type and the locations below are as reported by The Straits Times. HDB says this information is preliminary and may change.
| Town and location | Total | 2-room Flexi | 3-room | 4-room | 5-room | Community Care Apartments |
|---|---|---|---|---|---|---|
| Toa Payoh (Mount Pleasant) | 1,140 | 450 | 90 | 600 | None | None |
| Bishan (Sin Ming) | 1,070 | 520 | 80 | 470 | None | None |
| Tampines (Upper Changi) | 460 | 120 | 100 | 120 | 120 | None |
| Tampines (Street 11) | 330 | None | None | 90 | None | 240 |
| Tengah (Brickland) | 1,280 | 410 | 80 | 350 | 440 | None |
By our count, that is 1,630 four-room flats, 1,500 two-room Flexi, 560 five-room, 350 three-room and 240 Community Care Apartments. Three-room flats are the scarcest regular type, and five-room flats appear in only two projects.
What stands out in each project
- Toa Payoh (Mount Pleasant): the estate's second BTO project, built right by the future Mount Pleasant station on the Thomson-East Coast Line. It is slated to have an eating house, a pre-school, an active ageing centre and a residents' network centre. One analyst flagged noise and dust from the Pan-Island Expressway, and that it is relatively far from the Toa Payoh town centre.
- Bishan (Sin Ming): The Straits Times reports waits of under three years, the only project in this exercise it gives a wait for. A supermarket and a pre-school are planned. The trade-off is the walk: about 900m to Marymount station and about 800m to Upper Thomson station.
- Tampines (Upper Changi): a small project of 460 units, relatively close to Upper Changi and Expo stations, with an eating house, a minimart and four retail units. It has 120 five-room flats, and the last Tampines project with this size (Simei Symphony, July 2025) drew 12.8 applicants per five-room flat.
- Tampines (Street 11): the first Community Care Apartments in Tampines, aimed at older residents who want to stay in the area. CCA applicants should read our November BTO guide, which covers the lower age limit of 55.
- Tengah (Brickland): the largest project and the one with the most five-room flats, near the future Brickland station on the North-South Line. EdgeProp reports the station is slated to open around 2034, so plan on a long wait for that link.
The new ballot rule starts here
HDB's MyNiceHome guide says that from the February 2027 launch, first-timer families with or expecting children receive one additional ballot chance for each Singapore Citizen child aged 18 and below. It does not apply to the November 2026 exercise. Check how it applies to your family on HDB's site, because other ballot rules can also apply.
What HDB has not announced
- The exact launch date and application window.
- Prices. Do not budget from the November figures for a different location.
- Project names and Standard, Plus or Prime classification. Analysts expect Toa Payoh to be Prime, Bishan to be Plus, and Upper Changi and Tengah to be Standard, but these are forecasts and the classification changes the resale and rental conditions.
- Waiting times, other than the reported Bishan figure.
- Which flats are in the Sale of Balance Flats exercise. The Straits Times describes these as flats that are completed or being built.
How competitive will it be?
This is an analyst view and not an HDB figure. Huttons calls it the smallest exercise since February 2022, when 4,126 units were offered, and PropNex expects three to four applicants per unit for the Toa Payoh and Bishan projects. The concurrent balance flats may ease some demand. The Straits Times also counts at least 15,600 BTO flats still to come across 2027, including this exercise.
What to do now
- Applying in November? The deadline is still 11.59pm on 11 November. Compare both line-ups first. An ERA analyst pointed out that smaller households wanting Toa Payoh may prefer February, because Mount Pleasant has three-room flats and Toa Payoh Hillside does not. Waiting has its own risk, since prices, classification and your ballot outcome are all unknown.
- No HFE letter yet? Get your income documents ready. HDB's e-Service is paused until the November application period ends, which leaves about five weeks before the 15 December date.
- Sign up for HDB e-Alerts on the project pages to hear when the launch date is set.
Figures are from HDB's Flat Portal and MyNiceHome, checked on 5 November 2026, with project details from The Straits Times and EdgeProp. This is a summary and not financial advice. Eligibility can be nuanced, so confirm your own situation with HDB at homes.hdb.gov.sg before committing.
