Dian Xiao Er is running three weekday discounts at the same time, all of them on its own promotions page, and they are easy to confuse because two of them advertise the same 30%. They pay out very differently depending on which outlet you walk into and what time you sit down.

Happy Hour is the one without an asterisk
The Happy Hour poster is the simplest offer of the three: 30% off, Monday to Friday, 2.30pm to 4.29pm, with icons for both dine-in and takeaway. It names no participating outlets, which reads as chain-wide across all 19 Singapore restaurants, and Dian Xiao Er's own pickup site repeats the same 2.30pm to 4.29pm window at 30%. The only fine print printed on the artwork is "T&Cs apply", and the brand has published no end date for it.
The Early Bird is where the 30% gets conditional
The Early Bird poster looks like the bigger deal but is really two posters. The 30% tier is marked exclusively for five outlets: City Square Mall, Downtown East, Great World, Lot One and Parkway Parade. There is a second, otherwise identical poster capping the same windows at 20%, and that is what the other 14 Singapore outlets get: Bedok Mall, Causeway Point, Hillion Mall, Jem, Jewel Changi, Junction 8, Jurong Point, Marina Square, NEX, Northpoint City, Tampines 1, The Seletar Mall, VivoCity and Waterway Point.
The windows are narrow either way:

Both posters carry the same restrictions: a 60-minute dining time, valid on regular-priced a la carte food only (dessert, beverage, alcohol and miscellaneous items are out), not valid on the eve of or on public holidays or "special occasions", a term the poster never defines, and not usable with other promotions, discounts or membership privileges.
The practical read: if you are not near one of those five outlets, the weekday Happy Hour beats the Early Bird by 10 percentage points, and it does not come with the 60-minute clock printed on it.
The Set Lunch for 2 competes with both
Across the middle of all this sits the Set Lunch for 2 at $36.80++ for members and $38.80++ for non-members: one pick each from meat/fish, vegetables and tofu/egg, plus a dessert or appetiser, and two rice and tea. It runs Monday to Friday, 11am to 4.29pm, and brown rice is a free swap. With 10% service charge and 9% GST that comes to about $44.12 and $46.52, or $22.06 and $23.26 a head.
VivoCity is the exception. The same set at the same price runs there only from 2.30pm to 4.29pm, a two-hour window instead of five and a half. That also happens to be exactly the Happy Hour window, so VivoCity diners are the ones most forced to choose, because the set is explicitly not valid with other promotions, discounts and membership privileges.
So which one actually wins
We priced the set's own dish list against Dian Xiao Er's published menu (its delivery menu lists GST-inclusive prices, so $18.53 there is $17.00 before tax):

Two things fall out of that. The first is that the cheapest three choices come to exactly $38.80 a la carte, the same as the non-member set price, so at that end the set is handing you the dessert, two rice and two teas for nothing. The second is that on the three dishes alone, Happy Hour beats the set every time, but the gap collapses as you trade up: $11.64 at the cheap end, $4.57 in the middle, $2.26 on the duck.
Then add back what the set includes and the discount does not. Early Bird's terms cover regular-priced a la carte food only and exclude dessert and miscellaneous items, and Dian Xiao Er files both its soy pudding and its plain rice under that heading. Two soy puddings are $4.60 on its own menu and two bowls of rice are $3.60. Put those back at full price and the crossover lands in the middle of the table: at the cheapest picks Happy Hour is still $3.44 ahead, at the mid picks the set goes $3.63 ahead, and on the duck the set is ahead by at least $7.85.
The rule of thumb is short. Order light, take the 30%. Order the roast duck, take the set.
One more thing, if you are a group
The multi-pax Business, Signature and Healthier set menus carry a line the lunch set does not: they say they are valid with membership voucher, members' free duck, early bird, bank discount and vouchers, with only one discount allowed on the same visit. Worth asking about at the till, because it is the only place in this line-up where a set and a discount are said to coexist.
Their per-head pricing is also not a smooth ladder. On the Signature Set (non-member), three pax works out to $32.67 a head, cheaper than every larger table including ten pax at $36.40, while eight pax is the worst at $41.00, dearer even than a table of two. The Healthier Set repeats the pattern, with seven pax the cheapest at $30.29 and five and eight pax the two peaks at $35.00 and $37.50. If your group size is flexible, five and eight are the two numbers to avoid.
